Main Panel 1: Role of Public Digital Platforms in Fostering Digital Innovation

Public Digital platforms (PDPs) enable delivery of critical services such as payments, digital identity, and data at scale, through a collaboration between various actors in the digital economy and in the preferred local language. India’s Aadhaar and Unified Payments Interface (UPI)-led financial inclusion are prominent examples of PDPs generating innovation in both the public and private sector. PDPs help to streamline the welfare delivery mechanism and ensure transparency and improve public service delivery. PDPs are often built on open-source software, with open application programming interfaces (APIs), open data, and open standards. This allows the ‘building blocks’ of PDPs to be accessible, to promote transparency, and to enable interoperability in digital public infrastructure and services. Despite many advantages, development and large scale deployment of PDPs poses a variety of challenges including privacy and security risks, exacerbation of existing inequities due to access, adoption, and usage constraints and capacity gaps.

Towards a Multilingual Internet: Tools, Content & Enabling Policy in South Asia

The speakers in this session will take stock of the initiatives taken by their countries to promote a truly multilingual internet, and then share their perspectives on the opportunities of a multilingual Internet as well as the challenges on the way. They would then explore the tools and technologies including search engines, text-to-speech, natural language interfaces, OCR, and dictionaries in local languages, Internationalised Domain Names (IDNs), Universal Acceptance, local content and an enabling regulatory environment needed in South Asia--known for its significant linguistic diversity--for making the Internet truly multilingual and accessible to a quarter of the world's population.
